God is Sovereign
History is one. There has been but one history: that which has actually happened as opposed to what might have happened or what could have happened. Contigency, though, is no problem in the Biblical system of thought and historical explanation. The modalities of life are in the hands of the sovereign God who does all things after the counsel of His own will. The First Cause is always the Sovereign Creator God of the Universe and no man can stay His hand or say, "What doest thou?".
Nevertheless within the limitations of God's soveregn decrees, plans, and purposes, human beings have the incredible ability "to affect the external form of the universe". Whether we plant flower, write a book, build a city, or destroy a civilization, man in the image of God has created and built, alleviated suffering or brutalized his contemporaries. But he is always limited and controlled by the sovereign God who controls the fullness of time and the historical context wherein man acts.
"If", Jesus said, "the mighty works" done in Capernaum had been done in Sodom, the Sodomites would have repented and "it would have remained to Jesus' day."

주님은 주권자(主權者)이시다.
역사는 하나이다. 일어났음직한 것이나 혹은 일어날 수 있었던 것과는 완전히 구별되는, 실제로 일어나고 있는 오직 한 가지 역사만이 실재해오고 있을 뿐이다. 사고의 성경적인 시스템과 역사가 설명해주는 것 안에서는, 문제가 될만한 가능성이 있는 것은 문제가 되지 않는다. 인생의 양식 혹은 양상(mode)은, 그 분 자신의 의지를 권고하신 후에 모든 것을 행하시는, 주권자되시는 주님의 손에 달려있다. 그 첫번째 이유는 언제나 주권자되시는 우주의 창조주이신 주님이시다. 그리고 그 어떤 인간도 그의 손을 붙잡아두거나 혹은 "What doest thou?" 라고 말할 수는 없다. 주님의 주권적인 법령들과 계획들 그리고 목적들에 의해 제한을 받음에도 불구하고 인간들은 우주의 외부형태에 영향력을 행사할 수 있는 믿기 힘든 능력을 지니고 있다. 꽃을 심거나, 책을 쓰거나, 도시를 세우든지, 혹 문명을 파괴하든지간에 하나님의 형상(image)을 지닌 인간은 격감되어진 고통을 처음에 만들어낸 장본인이고, 계속해서 그것을 건축해나가고 있으며, 혹은 자신들의 동시대인들에게 잔인한 태도를 견지해오고 있다. 그러나 인간은 언제나 주권자되시는 주님에 의해 제한받으며, 제재를 받게된다. 그 주님은 시간의 모든 영역들과 인간이 행동하는 모든 역사적인 상황들을 조절(control)하시는 분이다. "만약에" ,예수님께서 말씀하시기를, 가버나움에서 행한 "권능"을 소돔에서 행하였더면, 소돔인들이 회개했을 것이고, "그 성이 오늘날까지 있었으리라". -마11:23절을 인용한 것으로 보임 (역자 주)-
